Two New Standards for Lamination Promulgated the National Printing Standard Committee

The General Administration of Press and Publication recently issued the "Notice on the Approval and Promulgation of the Control and Detection Methods for Coating Processes of Paper Printed Products" Part 1: Basic Requirements and Part 2: Notice on Two Industry Standards for EVA Precoated Films (newly issued) [2007] No. 1473), the two lamination standards formulated and formulated by the National Printing Standardization Technical Committee shall be implemented as of the date of promulgation. The "Notice" emphasized that "the equipment used to phase out the use of volatile solvent adhesives shall be eliminated according to the "Catalogue of Eliminating Outdated Production Capacity, Processes, and Products" of the State Economic and Trade Commission's Decree No. 32 of June 2, 2002 (the third batch). The spirit, from the perspective of worker safety and environmental protection, eliminates equipment and processes for laminating membranes using volatile solvent adhesives,” will include “CY42-2007 paper print laminates that contain ban on the use of volatile solvent adhesives for film-covering related articles. Process control and test methods - Part 1: Basic requirements - are issued in the form of mandatory standards to protect the interests of workers working in the film-covering field.

At present, the National Printing Standardization Technical Committee is in accordance with the requirements of the General Administration of Customs, pay close attention to organizational arrangements for the implementation of two filming standards for the filing, publication and interpretation of publicizing work, and fully promote the implementation of the two laminating standards. Recently, the reporter interviewed Li An, secretary general of the National Printing Standardization Technical Committee, on the introduction of these two industry standards.

Reporter: The two standards reviewed are for the paper-based printed film coating process. First ask the Secretary-General to introduce the situation of the paper printing film coating process.

Li An: The post-impression laminating process belongs to the surface decoration process of printed products. It mainly refers to the paper printing products covered with a layer of transparent plastic film to form a paper-plastic products. After being coated, the printed matter has been correspondingly strengthened in terms of wear resistance, folding resistance, moisture resistance, oil resistance, and tensile performance, not only protecting the appearance effects of various printed matters, but also improving the service life. Film coating technology is widely used in China for a variety of packaging and decoration prints and a variety of books and periodicals, calendars, maps, brochures and various documents surface decoration processing.

Reporter: What are the causes and backgrounds for setting these two standards?

Li An: The purpose of drafting this standard is mainly to regulate the film coating market. According to the spirit of the National Development and Reform Commission's relevant documents, from the perspective of employee safety and environmental protection, it is necessary to eliminate equipment and processes that use volatile solvent adhesives for film coating. In order to comply with this industrial policy, and at the same time to regulate the quality of the film covering the entire paper print, this standard is formulated. Part 1 of this standard defines the terminology for lamination of paper printed products, environmental requirements for the lamination process, quality requirements for raw materials and finished products, basic test methods, and testing tools. The fourth chapter 4.2 is about the content of the hot melt adhesive film, is a mandatory clause, other terms are recommended terms. The mandatory part of Part 1 mainly stipulates the content of toxic organic solvents such as benzene, toluene, xylene, halogenated hydrocarbons, etc. for plastics used in film lining and film-covering workshops and coated products, and the elimination of backward solvent-based laminating processes can be achieved by this clause. the goal of. The second part is the process control standard for pre-coated membranes. It specifies the terms, raw material requirements, process requirements, equipment requirements, environmental requirements, and test methods for EVA pre-coated membranes. It is used to regulate the technical parameters in the process of pre-coating the film and to stabilize the quality of the coating of paper-based printed matter in China. In the future, the Secretariat will also consider the development of relevant standards for water-based film and PUR film.

Reporter: What are the processes required for the development of the two standards?

Li An: In October 2005, the National Printing Standardization Technical Committee decided to draw up and formulate the first and second laminating standards for the press and publishing industry in accordance with the spirit of the relevant documents of the National Development and Reform Commission and the actual needs of the printing and packaging industry, with the approval of the General Administration of Press and Publication. Part, namely "Part 1: Basic Requirements for Control and Test Methods of Film Processing for Paper Printed Film" and "Part 2: Control and Test Methods for Film Processing of Paper Printed Film: Standard for EVA-type Precoated Film". In Beijing Kangde New Printing Equipment Co., Ltd., Press and Publication Administration of Printed Product Quality Supervision and Inspection Center, People's Literature Publishing House and Foshan Yike Plastic Manufacturing Co., Ltd., with the active participation, a drafting group was established on February 16, 2006. The drafting meeting for standards was held on February 16 and July 25, 2006 respectively, and the draft texts of related standards were completed. After a series of tests and verifications, two proposals for coating standards were formed. draft.

In July 2007, on the basis of soliciting comments and suggestions from the members of the Printing Committee, after the drafting group of the standard agreed, the drafts of the two drafts of film drafting standards were revised to form a draft for review, and then reported to the General Administration of Press and Publication. Into the review and approval.
Reporter: In the face of these two standards, what matters should the printing companies pay attention to in the next step?

Li An: The introduction of each standard is a product of scientific technology and practical experience. The content is mostly conclusive or overall requirements and indicators. At present, the two standards that we have adopted and formally promulgated during our deliberations are first promulgated in our country and there is no lesson from this. This requires the relevant personnel, especially the comrades of the printing companies, to study conscientiously, deeply understand the content of the standards or the requirements of each indicator, and understand the requirements and related relations. Only by understanding and understanding can we facilitate correct implementation. On the one hand, we must accurately grasp the terms and definitions. Such as Laminating, Delamination, Short Film, Curl, Creases, Chromatic Defect, etc., but also keep in mind the requirements for raw materials. For example, the content of halohydrocarbon (calculated as dichloroethane) in the adhesive should be less than 1000mg/kg, the wetting tension of the printing ink before coating should be ≥ 36 dyne, etc.; thirdly, the quality standard should be clear. Such as bonding strength ≥ 2.67N/cm, physical size tolerance ± 1mm. So and so on.
