Mountaineering Management Interim Measures


The following are guidance documents issued by the National Mountaineering Association on the management of mountaineering guides for high-altitude mountain climbs. I will turn this method forward and may have a certain reference for your team leader and team leader.

General

Article 1 In order to promote the popularization of mountaineering in China and promote the healthy and orderly development of mountaineering in China, these Measures are formulated in accordance with relevant regulations.
Article 2 The Mountaineering Management Center of the State General Administration of Sports is the national mountaineering guide administration department. The sports administrative departments of all provinces, autonomous regions, and municipalities directly under the Central Government are the administrative departments of mountaineering guides within the administrative area.
Article 3 The mountaineering guides are professionals who provide various preparatory work, technical guidance, security and guidance services for mountaineering activities.
Article 4 This measure applies to alpine adventure activities.

Chapter 1 Mountain Guide Level Standards

Article 5 Mountain guides at all levels must abide by all laws and regulations of the country, perform their own duties, have good professional qualities and a high sense of responsibility.
Article 6 Mountaineering guides are divided into Alpine collaborators, assistant guides, guides, and advanced guides.
Article 7 Mountain guide rating standards
(A) Standard for Alpine Collaborators
1. Gradually master mountaineering theoretical knowledge and basic techniques, and train through intermediate mountaineering techniques;
2. Meet the standards of tripolar climbers.
(II) Assistant Guide Standard
1. Gradually hold the mountaineering theoretical knowledge and basic techniques, and train through intermediate climbing techniques;
2. Meet the extreme standards of the second-tier mountaineer and climb the mountain peaks at least three times over 6,000 meters.
(c) Guideline standards
1. Grasping theoretical knowledge of mountaineering, after mid-level mountaineering technical training assessment;
2. To achieve a level 1 mountaineer standard, with at least 3 peak records of over 6,000 meters above the summit or an altitude of 7000 meters or more, and at least 1 peak record above 7,500 meters or a height above 8000 meters Record
3. Meet the rock climbing difficulty of at least 5.9 Pioneer climbing level.
(IV) Advanced Wizard Standards
1. Proficient in mountaineering theory knowledge, after advanced mountaineering comprehensive technical training;
2. Achieve summit standards for mountaineering athletes, 3 or more peaks with different peaks above 7000 meters or an altitude of 8,000 meters or more, and at least 1 summit record above 8,000 meters;
3. At least 3 guided experiences of climbing activities at different peaks above 7000 meters;
4. A climbing level of at least a 5.10 pilot climb is achieved.

Chapter II Mountaineering Duties
Article 8 Alpine Responsibility
(a) Accept the technical guidance of the guide;
(ii) Assisting the guides in mountain activities to provide various safety guarantees and logistical services to help them build roads and deliver mountaineering supplies.
Article 9 Assistant Wizard Responsibilities
(a) Accept the technical guidance of the guide;
(b) According to the conditions of the mountain where the mountaineering activity is located, follow the guide's requirements for the preparation of climbing supplies;
(c) Assisting the guides in the training of the players' physical fitness and basic technical training;
(iv) Providing guidance services to mountain guide assistance guides;
(v) Assist the guide to carry out rescue operations when dangers occur in the mountain area.
Article 10 Guide duties
(i) Collect mountain data and draw up plans for climbing;
(b) Formulating team members' selection and training plans;
(iii) Check the preparation of technical equipment and other climbing supplies;
(d) Provide counseling and guidance services for team members, implement climbing plans, provide security guarantees, and recommend climbing schedules and personnel activities;
(5) To make rapid response to the dangers in the mountainous area and take timely rescue measures;
(vi) Instruct the alpine collaborators and assistants to work and assess their capabilities.

Article 11 Advanced Wizard Responsibilities
(i) Formulate and validate plans for mountaineering activities;
(b) Overseeing the selection of team members and the implementation of the training plan;
(iii) To supervise the preparation of mountaineering supplies;
(d) Implementation of mountaineering activities and rescue operations;
(5) Guide the business of the guide and improve the quality of the guide, and make assessments of their capabilities.

Chapter III Assessment and Validation of Mountaineering Guides

Article 12 The training, assessment and certification of mountain guides at all levels shall be organized by the China Mountaineering Association.
Article 13 The personnel who apply for mountain guides shall fill out the application form uniformly formulated by the China Mountaineering Association. After being recommended by the organization and signing their opinions, they shall report to the competent authority for approval in accordance with the corresponding approval authority, and shall be issued after passing the training and passing the examination. China Mountaineering Association has formulated a certificate. Senior guides and guides are approved by the Mountaineering Management Center of the State Sports General Administration; assistant guides and alpine collaborators are examined and approved by the sports administrative departments of provinces, autonomous regions, and municipalities directly under the Central Government. In the all-round promotion of mountaineering, the National Sports General Administration Mountaineering Management Center also accepts the approval of assistant guides and alpine collaborators.
Article 14 Requirements for application of mountaineering guides at all levels
(i) Alpine Collaborators
1. Primary Mountaineering Training Certificate;
2. The assessment of 2 guides;
3. Corresponding summit and elevation certificates.
(b) Assistant Guide
1. Intermediate climbing technical training certificate;
2. 3 or more mountaineering activities;
3. 2 guides' assessment documents;
(c) Wizards
1. Intermediate climbing technical training certificate;
2. Work experience of assistant guides at 3 events or more;
3. The assessment of 2 senior guides;
4. Corresponding summit and climbing certificates.
(d) Advanced Wizard
1. Advanced Mountaineering Technical Training Certificate.
2. More than 3 years of experience as a guide.
3. Recommendations of 2 senior guides and 2 expert panel members;
4. Corresponding summit and climbing certificates.
Article 15 After passing the examination and approval, it shall be approved to the certificate uniformly produced by the Mountaineering Sports Management Center of the State Sports General Administration.
Article 16 Mountain guides with approved technical grades shall be registered with the polar mountaineering associations, senior guides and guides shall be registered with the China Mountaineering Association, and assistant guides and alpine collaborators shall be registered with the local mountaineering associations.
Advanced guides and guides are required to undergo qualification inspection every two years to provide their mountaineering experience and corresponding certification. Within two years, they will cancel their qualification certificates without any mountain climbing activities.

Chapter IV Supplementary Provisions
This Interim Measures shall be implemented as of the date of issue.
